It looks like the ducks are looking for a nest so they can build a family. At least that's what I'm assuming, since there's a drake and his lady in the pool.
This is the sort of thing I can see from my office window when I sit here to work at the computer. I think Mr. and Miz Mallard were looking for a new home, but there was a decided lack of aquatic plants in my pool. (Thank heavens!) I don't think the neighbor's cat had ever seen ducks before, and the ducks weren't bothered by the cat at all. In fact, Mr. Mallard flapped his wings a time or two and scared the cat away! LOL
What a great picture, my cat is scared of ducks, well birds larger than her in general (lol) but my dogs love sneaking up on them, making them all fly up in a giant flutter of wings and honking :)
